Mitch has a long history of public service and is an expert on public
and private health programs. His 20 years of association with major academic
institutions like OHSU and Portland State illustrate a life-long commitment
to education. Mitch introduced the important HeadStart program in Washington
County in the 1960's.
He has participated in numerous public policy programs, including
the introduction of Medicaid to Oregon and the creation of Oregon's
first non-governmental home-based, long-term care program. He served
on the Governor's Commission on Health Care for the Uninsured. All
this experience has helped him to understand competing needs and
the give and take that leads to successful bipartisan result.
In January, Mitch chaired panel discussions on Willamette River

1990 - 2000
- Led the creation of the Oregon Master of Public Health graduate program
- Organized the Oregon Health Policy Institute
- Directed the Oregon Health Plan Consumer Scorecard pilot project
- Created consortium to improve substance abuse treatment in Oregon
- Led design of national program to improve nutrition for high-risk
children
1980 - 1989
- Created Oregon's first prepaid Medicare program
- Built Oregon's first non-governmental home-based, long-term care program
- Led the team that developed KATU's Fight Against Fat TV weight loss
program
- Designed community health program Freedom from Fat
1970 - 1979
- Created Oregon's first alcohol insurance coverage program in an HMO
- Led a major heart attack prevention program in Oregon
- Led a project to reduce deaths after heart attacks
1960-1969
- Created Oregon's largest health services research institute
- Developed first Headstart program in Washington County
- Organized pioneering home health care program
- Began Kaiser Permanente Dental Care Program
- Led Oregon's first Medicaid health insurance program
- Created Latino clinic that became the Virginia Garcia Clinic

Mitch
combines a rare sense of vision with the ability to get things

Mitch with Alan Leshner, Director of NIH's National Institute on
Drug Abuse, at the announcement of NIDA's National Clinical Trials
Network, which is designed to improve drug abuse treatment in the
United States. Mitch was chair of the National Academy of Sciences
(IOM) committee which recommended this step and is the director of
the Northwest Node of the Network.
